Inclusion is a research selection, not a world production ranking or operating-status certification.
Definitions
| Term | Meaning |

| Research selection | A set of records retained for a stated research purpose and evidence threshold. |
| Ranking | An ordered comparison that needs a defined population, measure, period and complete ordering rule. |
| Operating status | A time-sensitive claim that requires a dated source specifically establishing status. |
Mechanical rules

| A project is present in a selected collection. | Infer inclusion only; do not infer rank, completeness or current operation. |
| A site is absent from a map or table. | Treat absence as missing coverage evidence, not proof the site does not exist. |
| A ranking is requested. | First establish the population, common measure, period and source coverage. |
Common misreadings
- A long list is not automatically a complete industry census.
- A recent data refresh is not proof that every listed operation is active.
